I googled for "internet weather preort" by mistake, and came across a page of minutes for a meeting that includes a discussion of a 'Weather Modification Program' and a board member referred to as 'Mr. Fear'.

The rest of the minutes were extremely boring, but those juicy bits were pretty juicy.
