We can't answer the broad question of "why do bad things happen to good people?" (though many have tried), but this strip addresses a subset of that problem: "why are people allowed to do bad things to good people?".
I believe that it is a required consequence of free will. God didn't make the WTC fall. God didn't bomb abortion clinics. God did not make the Crusades, or the Shoah. Men did those things. Men bear the blame, not God.
It is sometimes said that the messiah will come when we make the world into a place that deserves the messiah. We have a long way to go.
